(Updated 9:24 a.m.) - With his voice cracking, Transportation Secretary Mar Roxas confirmed Tuesday morning that the body of Interior and Local Government Secretary Jesse Robredo was found at 8:15 a.m. Tuesday, 800 meters from the shore off Masbate.
Roxas, in a briefing, said Robredo’s body was found inside the fuselage of the small Piper plane that crashed off Masbate Saturday afternoon.
“Nakausap ng Pangulo ang misis ni Sec. Jess and informed her about the development,” he said in the briefing, parts of which were aired on dzBB radio.
Roxas said Aquino was “very quiet” when he was first informed about the development.

Robredo's appointment as DILG Secretary was never confirmed by the Commission of Appointments for the past 2 years. After each bypassing, Pnoy always reappointed Robredo who was a Ramon Magsaysay awardee.

MANILA, Philippines - Interior and Local Government Secretary Jesse Manalastas Robredo was reported missing in a plane crash off Masbate City yesterday afternoon.
Philippine National Police chief, Director General Nicanor Bartolome said Robredo, his police aide-de-camp Sr. Inspector Jun Abrazado and two pilots were aboard a private plane and was en route from Cebu City to Naga City when the incident happened at 4:30 p.m.
Bartolome said that based on the statements of Abrazado who was rescued by passing fishermen, the plane was just about 30 minutes away from Cebu City when it encountered a problem.
Bartolome said the plane’s pilots then decided to make an emergency landing at the Masbate City airport. However, it missed the runway and crashed into the waters.
“Di umabot sa runway yung plane nila. About 300 meters from the airport bumagsak sa tubig,” said Bartolome.
Abrazado confirmed that Robredo and the two pilots are still inside the plane when it crashed.
“This is still a search and rescue operation. I have ordered police divers to look for the plane. Abrazado knows exactly where the plane went down,” said Bartolome.
Bartolome said the search and rescue operation is being headed by Superintendent Jeffrey Fernandez, Masbate deputy provincial director.
Bartolome said the PNP is also calling on the Philippine Coast Guard to join the search for the downed plane.

"I won't trade my principles, friends and family to rise up," says the crusading mayor who brought democracy and transparency to city hall
Robredo, a 29-year-old engineer when he took over city hall [of Naga]. He had excelled as an executive with blue-chip conglomerate San Miguel but quit to head the Bicol River Basin Development Program in Naga. He wanted to give something back to the community. The chance came when he became interim mayor in 1988 and was elected to the job fulltime the following year.
After a year assessing the capabilities of his team, Robredo started setting them targets. Complaints about garbage, for example, had to be dealt with in a day, or else citizens could take their beef directly to him. "We never demanded anything [of employees] that we ourselves didn't do," he says.
Perhaps Robredo's most valuable innovation was to introduce the Empowerment Ordinance, which authorizes citizens to become involved in city policies. Welfare organizations are entitled to sit in on city-hall committee meetings. Though they cannot vote, they are welcome to give their views.
Under Robredo's stewardship, Naga bounced back, recapturing its first-class rating in 1990. He served a decade as mayor — three terms in all — and retired in 1998.
During his watch, malnutrition and child death rates fell, while literacy improved. Squatter families were given the opportunity to acquire land. City services improved and graft and corruption decreased. The U.N. recognized Robredo's administration for its excellence and for improving housing. In its 1999 review of Asia's best cities, Asiaweek named Naga as one of the most improved.
In the meantime, Robredo is working with a welfare group that helps the poor. "I won't trade my principles, friends and family to rise up," he vows, adding that he is "not comfortable asking for favors." In its citation, the Ramon Magsaysay Foundation said it selected Robredo for this year's award for Government Service in recognition of the way he showed that "effective city management is compatible with yielding power to the people."

Survivor recalls horrifying moments before plane crash

MANILA (19-Aug-12/PNA) – The aide of Department of Interior and Local Government Secretary Jesse Robredo recalled on Sunday the horrifying moments before and during the time of impact when their light plane plunged into the sea off Masbate Saturday afternoon.
Police Senior Insp. Jun Abrazado said the impact rendered him unconscious for a while but he regained consciousness just in the nick of time to extricate himself from the aircraft before it finally went underwater.
Abrazado related the shocking episode on what transpired during the intense few moments inside the ill-fated plane before it crashed to President Benigno S. Aquino III, who flew to Masbate early Sunday morning to supervise the search-and-rescue operations for the missing plane with Robredo and two pilots on board.
Department of Transportation and Communications Secretary Manuel A. Roxas II told radio station DZBB during a radio interview that Abrazado became unconscious when he hit his head against the seat in front of him but recovered just in time before the plane went down to the water some 60 feet deep.
Abrazado was able to unfasten his seat belt, then tried to loosen the seat belt of Robredo but to no avail.
Hovering between life and death as rushing sea water entered the plane, Abrazado struggled towards the aircraft’s door and got out just in the nick of time before the plane sank.
Abrazado recalled that 30 minutes after they took off from Mactan International Airport in Cebu Saturday afternoon, the plane developed engine trouble on its right engine.
The pilot determined whether they would turn back to Cebu but decided to proceed to land at Masbate airport which was nearer. Unfortunately, the plane continued to lose altitude as the pilot struggled to fly the aircraft to the airstrip which was only a kilometer away.
As the plane was approaching the runway some 500 meters away, the plane crashed to the sea before 5 p.m. Saturday.
Fishermen, who were in the area at that time, saw the ill-fated plane plunge into the sea.
By instinct, they immediately undertook rescue operation and plucked the injured Abrazado from the water. They brought him to the hospital.
After being treated of a broken arm, Abrazado insisted that he be brought to the crash site to help locate his boss and the two pilots who are still missing as of Sunday noon.
Search-and-rescue operations are in full blast as ordered by the President.
Rescuers have difficulty looking for the three missing people, including Secretary Robredo because of the strong current in the sea.
The Philippine Coast Guard has established a command post in the shoreline of Masbate to facilitate the rescue operation.
A sonar device arrived in Masbate Sunday morning from Cebu to help detect and trace the wreckage of the aircraft.
Rescuers have recovered some debris of the plane but there was no trace yet of Robredo and pilot Capt. Jessup Bahinting and his co-pilot Kshitiz Chand, a Nepalese.
Robredo was going to Naga City from Cebu to visit his family on his way to Manila when the tragedy happened. (PNA).
